Strategic Planning

WCU’s internal planning framework is based upon the work of Dr. Robert Shirley (adopted in 1996).  The current planning framework was implemented by WCU following an extensive reflection process guided by Dr. Robert Shirley. The adopted model provides important contextual considerations in the planning process and incorporating internal and external planning activities at these levels: University, divisions, and units. 

The result of this work was a strategic planning system that identifies internal strengths and weaknesses as well as external opportunities and threats, assesses the institutional environment, and evaluates programs, finances, facilities, and other resources in the context of the University’s unique characteristics.  Planning at Levels I (university) and II (division) influence Level III (unit) planning.  General mission, clientele, programs/services, comparative advantages and objectives are determined for each unit and this information is used to develop annual action plans.
